Brazil and their supporters (Friends of
Development) have submitted a proposed agenda to the Chairman. It is a
surprisingly blatant attempt (to me, anyway) to completely dictate the
agenda of the meeting, and if you look over the proposed agenda, it is
full of things that Brazil has been pushing, and that the pro-IP forces
have been resisting.
It's a wonderfully bold tactic. Try to get your stuff through by making YOUR agenda WIPO's agenda. We'll see how it plays out. But, at WIPO, nothing happens until after the coffee break.

Update: Now Pakistan is suggesting an agenda for the discussion, and also supporting Brazil's agenda. This is going to be interesting. Well, maybe interesting is too strong of a word . . .
