unwilling to compromise, so it's over.
Right now various countries are giving interventions expressing their disappointment in the breakdown, and clearly blaming (without naming) the very obvious reasons why it failed. I call this round of interventions the "Round of Recriminations," as it's time now for everyone to give very diplomatic interventions blaming each other for the failure to achieve consensus.
