I honestly don't know why they're doing it--or rather, I don't know why they're doing it THE WAY they're doing it.
It's a completely open forum. No registration, no validation, and apparently profanity, advocancy of violence, stupidity, and other assorted forms of foolishness are permitted.
I don't think anything constructive will come of it. Perhaps this is just WIPO going through the motions , of political necessity. But if they thought anything useful or constructive would come out this, they were wrong.
It should be moderated, at the very least. And, in my opinion, validation of email addresses should be required, and no profane language, threats, etc. should be published.
